China's Xi: Strengthen Communist Party, Root Out Military Graft

President Xi Jinping said the Party needs to strengthen and eliminate military corruption. The government also released a plan to take 30 million people out of poverty.   

Chinese President Xi Jinping says the Communist Party of China (CPC) needs to be strengthened and the nation’s armed forces rid of corruption.

Xi, who also serves as the CPC general secretary and chairman of the Central Military Commission (CMC) made assertions at a CMC summit that was held in Beijing from Friday to Sunday.

At a closing speech, the president said that strengthening CPC leadership and building up the party are requisites for advancing the "great new project" within China. Xi said all military branches should implement the ‘Thought on Socialism with Chinese Characteristics for a New Era’ first introduced at the 19th CPC National Congress last October. The 14-point government plan, among other aspects, says that the country’s communist party leads “all forms of work in China,” and that "people are the masters of the country."

Xi also said that the party’s leadership over the military must be upheld. He added that the military’s combat capability must be maintained.

To accomplish this, said Xi the communist party needs to further develop its leadership capacity.

The president added that China's military must resist the "corrosion" of corruption and ensure the fight against graft is deepened, speaking to senior officers, offering a renewed warning against the deep-seated problem.

China's military, currently the world's largest is modernizing under Xi who took office in 2013 and is a focus of Xi's efforts to root out government corruption.

During a Sunday speech, Xi has repeatedly warned those gathered about the threat of corruption to the country and the party and pledged to continue his fight against grafting.

Since Xi entered Zhongnanhai several high ranking Chinese military officials have been investigated and jailed, including Xu Caihou and Guo Boxiong, both former vice chairmen of the Central Military Commission.

Guo was jailed for life in 2016. Xu died of cancer in 2015 before facing trial.

Speaking at the Central Military Commission, the Chinese president told those present: "Go in hot pursuit of and strike hard against hedonism and extravagance. The anti-corruption fight must be unswervingly grasped, and will not change direction or form."

Xu Qiliang and Zhang Youxia, members of the CPC Central Committee, concurred that the Party leadership needs to be fortified and the military under its direction. 

The Chinese Communist Party on Sunday also released its plan to eliminate poverty within the country by 2020. 

The lengthy plan outlines how it will lift 30 million people out of poverty in the next three years. Poor people will be "guaranteed food and clothing and children from poor families should be guaranteed a nine-year compulsory education," reads the government plan. Basic medical and living conditions should also be guaranteed, says the report.

The party said it will focus its anti-poverty campaign on Tibet, the Liangshan Yi Autonomous Prefecture in Sichuan Province and Nujiang Lisu Autonomous Prefecture in Yunnan Province.
